MINISTER OF ECONOMY ANNOUNCES THAT BIOCEANIC RAILWAY WILL PASS THROUGH PUCALLPA

5 June, 2025

During the opening ceremony of the 6th Amazon Entrepreneurs Congress (CEA 2025), held this morning, the Minister of Economy and Finance, Raúl Pérez-Reyes, announced the launch of feasibility studies for the construction of the Bioceanic Railway, which will pass through Pucallpa and connect Brazil to Asian markets.

The announcement was made during the minister’s keynote address at the auditorium of the Faculty of Accounting Sciences at the Universidad Nacional Agraria de la Selva (UNAS), in the city of Tingo María, capital of the Leoncio Prado province, in the Huánuco region.

Before an audience of over 500 people, the minister explained that the project’s feasibility study will take two years, allowing Peru’s timeline to align with the progress already being made by Brazil. The news was met with sustained applause from the attendees.

Pérez-Reyes emphasized the importance of strengthening domestic production through regional development and highlighted the Bioceanic Railway as a major opportunity for Ucayali and the broader Amazon region.

In response, Ucayali Regional Governor Manuel Gambini welcomed the announcement and affirmed his administration’s full support to help make this long-anticipated regional project a reality.

The minister also noted that a project of this scale will draw international attention and will require a Public-Private Partnership (PPP) to ensure its sustainable development.

“We cannot build a railway at ground level. We are talking about protected areas such as the Sierra del Divisor, which spans both Peru and Brazil. This must be an elevated railway that does not harm the Amazon,” Pérez-Reyes stated.

On the matter, Alfonso Morante, senior executive of Ucayali-based palm company Ocho Sur and director of Grupo Pro Amazonía, the event’s organizer, emphasized that the minister’s announcement marks a historic milestone for the Amazon and the country. “We need this project to protect and develop our Amazon,” he said.

“It is only fair to connect the Amazon to the world’s most important markets and value chains through a project like the Bioceanic Railway,” the executive added.

It is worth noting that after more than a decade of inactivity, the project has once again been prioritized by the Peruvian government, signaling a renewed phase of momentum and positioning it as a strategic initiative for the comprehensive development of the Peruvian Amazon.
